Bidder Information Document

On November 15, 2007, the PSST released version 1.0 of a Bidder Information Document (BID). On November 30, 2007 version 2.0 (and final version) of the BID was released by the PSST. The BID responded to requests from prospective D Block bidders before the start of the 700 MHz auction "quiet period." Those prospective bidders asked for additional high-level information regarding the PSST’s expectations of the D Block partner in building and operating the SWBN described in the FCC’s Report and Order. Public safety organizations spent considerable time creating recommendations about potential network requirements and their dedication, feedback and ideas were carefully considered and much appreciated by the PSST. The BID presents certain key technical and non-technical elements including:

  • Public/private system architecture
  • Network technology platform
  • Network coverage
  • Network reliability, availability and hardening
  • Network capacity
  • Network security and encryption
  • Network priority and quality of service
  • Operational capabilities
  • Operational control
  • Public safety device selection and satellite devices
  • PSST ownership position
  • PSST rights to "priority services" and public safety users
  • PSST management of public safety user access rights and privileges
  • Wholesale rates
  • Spectrum lease payment
  • Coincident market launch of commercial and priority services
  • PSST device/service expeditious testing and approval
  • PSST economies of scale; and
  • Satellite services and devices
